News that statistics showing that the rate of blacks in state prisons has dropped 22% over the past decade boosts the Index.

That being said, the Washington Post goes as far as to link the drop to the recent shift in drug culture from crack cocaine to methamphetamines -- which leads analysts here to conclude that a serious re-examination of drug policy is still necessary.

The New York Times says that New York Governor David Patterson has slipped below 50% approval among black voters.  Ye gods, that's not how you get re-elected... or in his case, elected.

If Patterson doesn't succeed does that mean it'll be another millennia before New York elects another black guy or will it be blamed on his being blind, ruling out that demographic for the coming eons.
